This regulator typifies the superb craftsmanship of the best French clockmakers at this period. The case, of simple classical lines, has raised paneling to the front and sides of the base and has glazed sides to the trunk, the door of which is spring loaded and opens on the insertion of a pin. The pediment may be removed to give access to the remontoire and a flap at the front is hinged down to wind this. The two mainsprings give a duration of one month. The two ounce remontoire weight is lifted once a minute. The driving pulley is supported by anti-friction rollers.
The clock movement has only one heavy plate onto which various cocks, bridges, etc. are mounted. The pivots are very fine and the pallet and escape wheel arbors are jewelled. A beautiful detail is the the pallet and third wheel arbors rest on roller bearings. The pallets, which are removable, have saphire inserts. The pallet front jewel hole is provided with a slide to adjust the depth and a large tensoining spring is fitted to eliminate backlash between the mean and solar time wheels. The year wheel and equation kidney are mounted behind the dial. All the steel studs are parallel sided and have a turned facility for oil retention. The large cocks are dovetailed.
The nine rod gridiron pendulum rests on a knife edge. It is particularly well constructed, both the outer steel bars and the cross bars being in one piece. Engraved on one of the plates is "Pendulum de Compensation". The pendulum indicates temparature change on an enamelled plaque with graduations for Froid, Tempere and Chaud.
The beautiful convex enamelled dial is signed by the eminent enameller, Dubuisson.

The maker: Bailly was one of the most eminent French clockmakers during the Empire period, all the work seen by him being of the finest quality. He was born in 1780 and died in 1821. The adresses which he is known to have worked at are: Rue de La Loi 1806; Rue Menars 1810; Rue Richelieu 1810 - 1815 and Rue Saint Germain 1820. He was responsible for the maintenance of the clocks at Compiegne and the Trianon.
